TOURNAMENT RULES APPLY TO ALL PARTICIPANTS
PLEASE READ CAREFULLY



  1. This tournament is open to you if one (1) member of the doubles team is entered in the Annual Postal-Federal Employees National Bowling Tournament. Two (2) non-postal-federal employees may bowl together. One (1) of the partners must be bowling in the PFENBA national tournament. Non postal-federal bowlers must meet the average requirements of the PFENBA national tournament. ( Bowlers can't enter with an average over 220 unless they have participated in the last 2 tournaments or have a 5 year card.)

  2. A bowler's average will be used to establish handicaps. Handicap is 80% of 220. Bowlers with an average over 220 will bowl scratch.

  3. Bowlers will use their highest 2022-2023 WINTER or SUMMER certified average based on 21 games or more. If the bowler has no certified average from 2022-2023 season use highest 21 game certified average for the 2023-2024 season at time of bowling and have proof of this average. The Tournament Manager may assign an average of no less than 150 for women and 170 for men (USBC rule 319b) if they have no average from the above rules.
    Rule 319a2 is not in effect (ten pin rule). If your current average of 21 games or more is 15 or more pins higher than last year's average at time of bowling, the current average must be used.

    Any bowler who has been rerated must report the rerate to the Tournament manager, EVEN IF THE RERATE WAS NOT ACCEPTED. (FAILURE TO REPORT A RERATE IS CAUSE FOR DISQUALIFICATION)

    If your average has been 15 or more pins higher in the last 10 years you MUST report this to the Tournament Manager before bowling.

    IF A BOWLER HAS A SPORT OR CHALLENGE LEAGUE AVERAGE, THAT AVERAGE SHALL BE USED IF IT IS THE HIGHEST AVERAGE AFTER CONVERSION TO A "HOUSE" AVERAGE.


  4. USBC rule 319d applies. (Tournament prize winnings) Rule 319e applies. (15 or more pins increase in average in tournaments).

  5. Failure to use the correct average shall disqualify score if submitted average is lower than correct average thereby resulting in a lower classification or more handicap. Prize winnings shall be based on the submitted average if it is higher than the correct average. In the case of teams of two bowlers (mixed doubles), the averages shall be combined to determine whether the correct total is higher or lower than the submitted total.

  6. All Entrants must be USBC certified prior to participation. Bowlers not having a USBC membership card may become eligible by one of the following methods:

    1. Pay a participation fee of $5.00 men/ladies and such bowlers become subject to USBC rules and jurisdiction for the tournament. Only those entrants who are USBC certified prior to participation shall qualify for USBC high score recognition. All bowlers who do not have an IJSBC card to present upon checking in to bowl must purchase either an unattached membership card or pay the participation fee.

  7. Payment must be made by Money Order, Cashiers Check or Certified Check.

    No personal checks will be accepted.

    Any payments returned to the treasurer for any reason will be subject to a $30.00 service charge.

  • H. - All entries for the 4:00 PM and 6:30 PM shifts MUST be pre-registered.
    No entries will be accepted for either of these shifts of any weekend at the tournament site.


    (Captains and Squad Organizers - Please be sure your bowlers are aware of this rule. This rule was changed in 1999.)

  • I. - Walk-in entries will be accepted up to 1 hour before the 9:00 p.m. shift, if space is available.
  • J. - Any rules not covered here will be governed by the rules of the Postal-Federal Employees National Bowling Association.
  • K. - ALL BOWLERS MUST CHECK IN AT THE TOURNAMENT OFFICE OR DESIGNATED CHECK-IN AREA AT LEAST 30 MINUTES PRIOR TO THE SCHEDULED SHIFT TIME. ALL CHANGES MUST BE MADE AT LEAST ONE HOUR PRIOR TO THE SCHEDULED STARTING TIME.

  • L. - Only fully paid entries will be accepted on a first come first served basis. No unpaid reservations will be accepted.




    Rule #18
    Bowling Ball - Altering Surface
    Effective August 1, 2019

    While bowling in USBC competition, a bowling ball cannot:

    a. Have the surface altered by the use of an abrasive.
    b. Be cleaned with any liquid substance or cleaning agent.
    c. Have any foreign material on it including, but not limited to, powder, rosin, marker or paint.

    All bowling balls so altered or cleaned must be removed from the competition.
    Note: Should a foreign substance appear on the outer surface of a bowling ball which cannot be removed with a dry towel, an approved cleaner may be used with consent from a league or tournament officer.

    USBC Weight Hole Rule
    Effective August 1, 2020

    If there is an hole in any bowling ball, it MUST be used for gripping purposes on every shot thrown with that ball.
    You may NOT have a balance hole.
    If you are throwing no thumb, you CANNOT have a thumb hole to use for instance when you want the ball to go straighter such as a spare shot.




    If a bowler has a sport or challenge league average, It must be converted to a "house" condition average. That adjusted average must be used if, after adjustment, it is the highest league average.
